Redirecting/Rewriting an already cleaned URL

Drupal 6 with IsapiRewrite4.ini with Clean URL enabled.

IIRF is working fantastic to clean up my URLs but now I have a page indexed in search http://www.example.com/quotes/1 which no longer exists and I want to 301 redirect it to http://www.example.com/

All of the documentation and forum topics I can find are related to changing the original URL but I want to 301 redirect the cleaned URL so I can get it out of search.   I may actually had the redirect working but don't understand if it matters where I place it in relation to the lines cleaning my URLs.

you need to move to IIRF v2.  it uses an ini file called iirf.ini.  It does not use IsapiRewrite4.ini.  The IsapiRewrite4.ini was used by IIRF v1.x, which I have not supported here for years. Maybe 3 years.

ONCE YOU MOVE TO IIRF V2.X....

To redirect with 301, you need to use a modifier [R=301] on the RedirectRule.
