location of IIRF.ini file

Recently we are upgrading our redirect filter to IIRF.dll.

We have more than websites configured under single physical root directory
eg;
1. d:\inetpub\wwwroot\websites\website1
2. d:\inetpub\wwwroot\websites\website2
3. d:\inetpub\wwwroot\websites\website3
4. d:\inetpub\wwwroot\websites\website4

In the previous version of IIRF, we use to place BOTH ISAPIRewrite4.dll & ISAPIRewrite4.ini file in the individual folders like "website1","website2" etc.
e.g.
d:\inetpub\wwwroot\websites\website1\ISAPIRewrite4.dll
d:\inetpub\wwwroot\websites\website1\ISAPIRewrite4.INI

ISSUE: The recent IIRF.dll doesn't seem to work this way & as per the documentation, the "IIRF.INI" file must be placed in the physical root directory of website. Does this mean that I need to copy my "IIRF.INI" file in the root "d:\inetpub\wwwroot\websites" so that this file is commonly shared by all the website1/website2/website3/website4? Please review below e.g and confirm if this is correct.
e.g:
d:\inetpub\wwwroot\websites\IIRF.INI
d:\inetpub\wwwroot\websites\website1\IIRF.DLL
