ok, this makes 3 posts for me today - each one related to local LAN issues.
this post is about a specific issue - looping.

anyone see what's going on?

RewriteLogLevel 3
RewriteLog C:\WINDOWS\system32\inetsrv\url-rewrite\log\iirf-3-
RewriteFilterPriority HIGH

# REMOVE "www." prefix on all requests

ReWriteCond %{HTTP_HOST}     ^www\.fcp\.com            [OR]
ReWriteCond %{HTTP_HOST}     ^http\://www\.fcp\.com
RewriteRule ^/(.*)         http://fcp.com/$1         [R]

No, I don't see the loop.
It should not loop.
Can you show me the logfile for EXACTLY ONE request ?

I mean,
- stop-and-restart IIS .  (This will restart the filter, and as a result, you will get a fresh IIRF logfile)
 - hit the website once.
- stop-and-restart IIS

And have a look at the log that resulted from that single request.  (post it)
It's strange that it is looping.

2nd thing:  I think your HTTP_HOST will never be http://anything because the HTTP_HOST is defined to be the HOST name, with no http:// prefix.
So the second RewriteCond is probably never true.  You could completely remove it.
