RedirectRule and RewriteRule

What I was looking to do was simply rewrite a URL to point a friendly URL to the correct page and parms, so for example someone comes in and goes
http://www.domain.com/product_1.html and behind the scenes its going to http://www.domain.com/pages.aspx?pageid=12354.  What I also wanted to if someone typed http://www.domain.com/pages.aspx?pageid=12354 I wanted it to change the URL in the address bar to go to http://www.domain.com/product_1.html.  So I tried this.

RedirectRule ^/pages.aspx?pageid=12354$ /product_1.html [R] 
RewriteRule ^/cart$ pages.aspx?pageid=12354 [L]


I'm on IIS 6 so I thought that would work. Can someone tell me what I am doing wrong.
