Need help with rewrite rule

I'm trying to translate a rule that works fine using something like mod_rewrite, but doesn't behave the same.

I need this translate into IONIC syntax.  I've been trying for the last three days, and don't really seem to be making any headway.
RewriteCond %{REQUEST_URI} !(^/farcry|^/webtop|^/flex2gateway|^/flashservices|^/cfide)($|/)
RewriteRule ^([a-zA-Z0-9\/\-\%:\[\]\{\}\|\;\<\>\?\,\*\!\@\#\$\ \(\)\^_`~]*)$ /index.cfm?furl=$1 [L,PT,QSA]

The expected results are to take strings like:
/page/here/now
/this/page?has=variables&for=sale

To:
/index.cfm?furl=/page/here/now
/index.cfm?furl=/this/page&has=variables&for=sale

Anyone have any insight?
