I have a website that includes about 1000 articles. It is developed in asp - an ongoing 7 years project that I cant move to another CMS.

I saw the capabilities of joomla SEF urls and I want to implelemnt something like that in my site.
I want to use the article names as filenames as these are the best keywords.

SO instead of a link like:/article.asp?ID=789  that points to an article by the name "my article example"
I want to use something like "My-article-example.asp" or htm or what ever extension.
this should be executed by article.asp?ID=789 without the need of the browser to redirect.
I also want that the file name that has the article name has to be in hebrew.

you can do what you describe, except for the part about Hebrew.  IIRF does not work with Unicode.
