try this:

RewriteRule /home/NewsCate-([0-9]+).kpd
       /home/default.asp?Para=NewsCate&ID=$1 [I]

The above should be all-on-one-line.

When in doubt, check the log file for useful message about your ini file.

I'm not sure if you want NewsCate to be variable or not.  If you do, then...

RewriteRule /home/([a-zA-z]+)-([0-9]+).kpd
       /home/default.asp?Para=$1&ID=$2 [I]

RewriteRule /home/([a-zA-z]+)-([0-9]+).kpd
/home/default.asp?Para=$1&ID=$2 [I]

<--- Not running, but i can used

RewriteRule /home/([0-9]+).kpd
/home/default.asp?Para=NewsCate&ID=$1 [I]

or your code:
RewriteRule /home/NewsCate-([0-9]+).kpd
     /home/default.asp?Para=NewsCate&ID=$1 [I]

Show the complete ini file.

Also, this is going to work better if you communicate to me in complete sentences.  With what you have written, I am guessing about what you mean.
