IIRF not loading on Windows 2003

Followed instructions on http://cheeso.members.winisp.net/Iirf20Help/frames.htm and installed IIRF.dll in /windows/system32/inetsrv/IIRF folder and created a iirfglobal.ini file.

Set and verified permissions on both of these files and the /windows/system32/inetsrv/IIRF folder

Added the ISAPI filter to a single website

Restarted IIS (although adding to a single website apparently shouldn't need it according to the Windows Help file, it should be automatically loaded when you add it)

Checked for the green arrow.... but no arrow.

Checked the Windows Event Viewer but nothing there that looks related.

So I'm scratching my head somewhat. I double checked the permissions again but all looks OK.

Any ideas where to go from here?

yes, create an IIRF.ini file in the document root of the website for which you want to perform rewriting.

Insert at least one rule in that file.

Run a request through the filter.

Then check the logs, /iirfstatus, and the Windows Event Log.
